I am not a HP employee. Maybe the following Intel Technology Brief may provide some insight . My take on this is you need a supported operating system. W7 needs drivers. You need the BIOS UEFI boot option active and GPT to boot to an NVME M.2 drive. I have run W7 on an NVME M.2 drive, as the boot device, using the previous parameters.

Turn off the computer and wait five seconds. Press the Power button to start the computer and repeatedly press the F10 key to enter the BIOS setup menu. On the BIOS Setup screen, press F9 to select and load the BIOS Setup Default settings. Press F10 to Save and Exit.
